Procedure for request or renewal of a residence permit
There are several cases :
You arrive in France and you enrol for the first time in french higher education

You have a «ceseda r 311-3 6°» long-stay visa
This visa is worth residence permit. It is useless to go you to the Sous-Préfecture, but you necessarily have to validate your visa at the OFII (French Office for Immigration and Integration) within 3 months following your arrival in France. When you come for the medical check-up and the welcome visit, the OFII Sticker will be affixed to the visa.

You are an algerian citizen
When you arrive in France, as soon as you obtain your proof of enrolment in the Polytechnic University Hauts-de-France, you have to request a residence permit:
- You download the file for residence permit or you obtain it from the reception of the House of Services to the Students (at the entrance of the Mont-Houy campus).
- You complete this file; you gather the wanted supporting documents
- You book an appointment to submit your file thanks to the available web form in your ENT (Your digital workspace on the Polytechnic University Hauts-de-France Website), tab “Mes Documents > Rdv titre de séjour”(No appointment will be given by telephone or on-site). -
You are citizen of a member state of the european union
You don’t need a residence permit.
Only the Croatian students who wish to obtain a work contract have to request a residence permit. In this case, you book an appointment thanks to the available web form in your ENT (Your digital workspace on the Polytechnic University Hauts-de-France Website), tab “Mes Documents > Rdv titre de séjour” (No appointment will be given by telephone or on-site). -
You have no visa but you are on the basis of a minor visa or a tourist visa
Please contact the Sous-préfecture of Valenciennes by send an e-mail to sp-sejour-valenciennes [at] nord.gouv.fr
For any direct communication with the Sous-préfecture of Valenciennes, please specify your foreign number given on your long-stay visa.
You renew your residence permit, you enrol again in french higher education
As soon as you finish your administrative registration and obtain your proof of enrolment in the Polytechnic University Hauts-de-France (certificat de scolarité), you have to renew your residence permit :

You download the file for residence permit or you obtain it from the reception of the House of Services to the Students (at the entrance of the Mont-Houy campus)..

You complete this file, you gather the wanted supporting documents.

You necessarily book an appointment to submit your file thanks to the available web form in your ENT (Your digital workspace on the Polytechnic University Hauts-de-France Website), tab “Mes Documents > Rdv titre de séjour” (No appointment will be given by telephone or on-site).

At the scheduled time, you go to your appointment, at the House of Services to the Students, with your complete file. You necessarily have to bring the original documents AND the photocopy of each of the wanted documents.

If the file is complete and acceptable, the receipt of deposit (récépissé) is immediately handed to you.

You will receive afterward a summons sent by post asking you to appear at the Sous-prefecture of Valenciennes, 15 Capron Street (rue Capron), to withdraw your residence permit. You will then have to pay a tax in the form of tax stamps: €49 for a one-year card, €77 for a multiannual card.

The Student’s Life office (BVE-Bureau Vie de l’Etudiant) can inform you about the administrative procedures to be made in connection with the Sous-préfecture.
Opening hours: 8:30-11:30 and 13:30-16:30 except on Wednesdays and Fridays afternoon.

The CLE (Student Rental Guarantee) is a State guarantee which allows the students devoid of personal guarantors to facilitate their access to an accommodation.
The CLE is managed by the CROUS.
This device can benefit to all the students satisfying the following conditions:

Have income but no family, friendly or banking pledge;

Try to find accommodation in France to study there;

Are less than 28-year-old on September 1st of the year of signature of the lease;

Are more than 28-year-old on September 1st of the year of signature of the lease subject to being PhD students or foreign post-PhD students (doctorate obtained less than 6 years before, occupying a non-permanent researcher's post in a research unit or laboratory within the framework of a fixed-term contract)
