Student and campus life contribution
The student and campus life contribution enables the creation, consolidation and reinforcement of actions dedicated to student and campus life within the university.
What is the CVEC?
The purpose of the CVEC is to promote the reception and social, health, cultural and sporting support of students, according to article L. 841-5 of the Education Code.
It must also carry out prevention and health actions for the student population and finance student association initiatives.
As a student, you may be subject to it, or exempt from it, depending on the case (scholarship holders, refugees...): CVEC payment
Each student is required to obtain, prior to registration, his or her certificate of payment or exemption from the CVEC.

On the Health theme, 15% of the CVEC budget is dedicated to the health center, which offers a complete and adapted healthcare package to its students. The CVEC grant allocated to the health center enables it to pay its healthcare staff (psychologists, nurses, dietician, gynecologist...) and fund the Etudiants Relais Santé scheme in their awareness-raising campaigns among students (prevention, addictions...). The Fonds de solidarité et de développement des initiatives étudiantes (FSDIE): 30% of the CVEC budget is dedicated to the FSDIE and aims to finance projects by student associations eligible for this scheme. (Find out more about FSDIE)
Cross-cutting projects and calls for projects: the remaining credits, i.e. 55% of the envelope are distributed:
> between university departments (sport and culture, for example) according to the projects and actions they propose and in line with the establishment's choice (cvec commission)
> for events and workshops defined directly by the student and campus life project manager
> for calls for projects
On the theme of Sport: improving and diversifying the range of sports on offer to students, improving the facilities dedicated to sport.
On the theme of Culture: improving and diversifying the cultural offer to students.
The CVEC commission was created at the CoFVU meeting on 13/12/2018. It is common to UPHF and INSA Hauts-de-France establishments.
The budget is voted by the INSA Hauts-de-France Board of Directors and the UPHF Board of Directors.
its role: to stimulate ideas, examine proposals for action and share decisions.
Common services, components and university partners (CROUS, Collectivités Territoriales, IFSI... ) sit on it alongside students and associations.
A project manager for student and campus life was appointed on a full-time basis in January 2019 (position not funded by CVEC)
Main duties: develop animation projects on all campuses / coordinate calls for projects in conjunction with departments / develop partnerships (internal and external to UPHF) / prepare VEC commissions...
The commission meets 3 times a year with the following objectives:
- to set the direction of university life
- to arbitrate the allocation of dedicated funds to the various expenditure items
- reflect on budgets in relation to projects
- communicate as widely as possible to promote actions
- monitor project progress and evaluate actions.
Utilization assessments are carried out at the request of the rectorate and/or DGESIP each year.
