"The President of the university by his decisions, the board of directors by its deliberations and the academic council, by its deliberations and opinions, ensure the administration of the university." (Article L712-1rt. 45 of the Education Code).

• Charged with steering the establishment, governance is made up of the President of the University and the Vice-Presidents.
• The board of directors determines the establishment's policy and makes important decisions.
• The training and student life council makes decisions on training and student life.
• The research council advises on research projects and makes decisions on laboratory statutes.

The UPHF's operations are supported by general services and six common services.
