Public procurement
The UPHF Purchasing - Public Contracts department implements the purchasing policy of the Université Polytechnique Hauts-de-France. Its main mission is to optimize the establishment's purchasing and to ensure the award and execution of public contracts.

PLACE is the French government's platform for dematerializing procurement procedures. It enables companies to consult and respond to tenders issued by government departments and public establishments.
PLACE is the French government's e-procurement platform.
This platform enables:
- consult UPHF public procurement announcements;
- download consultation files;
- apply for tenders;
Since 1ᵉʳ October 2018, it has been compulsory for bids to be submitted dematerially, and all exchanges relating to the procedures are made via the PLACE platform.
