3ᵉ edition of Assises nationales de l'éthique publique locale at UPHF

On November 13 and 14, 2025, the Université Polytechnique Hauts-de-France (UPHF) will host, in partnership with the Observatoire de l'éthique publique, the third edition of the Assises nationales de l'éthique publique locale in Valenciennes and Wallers-Arenberg.

After two first editions devoted to the ethics of local public officials and responsible local public procurement, this new edition will focus on a major issue at the crossroads of social, economic and territorial issues: "The ethics of social housing"

A space for reflection between research, public action and society

These Assises will bring together researchers, elected representatives, institutional players and social housing professionals around the same question: how to guarantee transparency, equity and responsibility in housing policy at local level?
Discussions will focus in particular on the values and practices that structure social housing in a context of territorial transformation, while questioning ethical dilemmas linked to social mix, local economic action and housing allocation.

Two days to cross perspectives

The first day, opened by Abdelhakim Artiba, President of the UPHF and René Dosière, President of the Observatoire de l'éthique publique, will be devoted to the major ethical challenges of social housing through talks by researchers and experts such as Thibault Tellier (Sciences Po Rennes), Guillaume Schmitt (UPHF) and Barthélémy Perin (Lille Métropole Habitat).

The second day, organized on the Arenberg mining site, will feature several round tables around key themes:

  • ethics in the allocation of social housing;
  • the economic role of housing organizations;
  • social mix and the ethical rules that frame it;
  • the balance between local interest and clientelism.

Expected speakers include Fabien Bottini (University of Le Mans), Karima Delli (former Member of the European Parliament), Valérie Letard( Member of Parliament for the 21st constituency of Nord), Audrey Linkenheld (Senator for Nord) and several UPHF teacher-researchers, including Antoine Simonneaux and Amos Fergombé, Matthieu Caron and Valérie Richardot.

A dialogue open to all

The Assises are aimed at a public of students, researchers and local players, testifying to the shared desire of the Observatory and UPHF to foster dialogue between the academic world, public institutions and civil society.
