France Relance

The recovery plan announced by the government on September 3, 2020, includes a vast energy renovation program for public buildings (of the State and its operators). These investments will both support the construction sector by generating multiple worksites at the local level benefiting the entire fabric of the building and public works industry, and reduce the energy footprint of public buildings by proposing rapid and significant action on energy consumption.

The recovery plan

The aim is to finance, through calls for projects, work and interventions on buildings owned by the State and its public establishments assigned to the missions of higher education, research and university and school works, requiring  significant investments of a mainly energy nature. The work envisaged could be major maintenance and renewal, major renovation of buildings with a high energy content, the elimination of oil-fired boilers, but also additional work to meet standards such as accessibility and safety standards. It can also be "embedded" work that is to say, which are inseparable from them: asbestos removal, roof waterproofing, refurbishment following priority operations.

As far as the Hauts-de-France Polytechnic University is concerned, three projects have been selected for a total amount of €12.5 million. They concern:

  • the complete energy renovation of the Eisen building,
  • a digitalized energy management system,
  • the implementation of a centralized management system for the heating and ventilation facilities of all buildings.

08/10/2021 : On Friday, October 8, 2021, Prime Minister Jean Castex announced the winners of the PIA4 - AMI "Digital Demonstrators in Higher Education" which includes the Polytechnic University Hauts-de-France for the PEIA project.


13/09/2021: #1Youth #1Solution MEETINGS As part of the Recovery Train, the Polytechnic University Hauts-de-France hosted the #1Youth #1Solution meetings for Hauts-de-France on September 8 and 9, 2021 to present the provisions of the Recovery Plan with regard to youth.


19/03/2021 : Studies of the 3 operations1 are underway. Work will be launched before the end of 2021.


11/02/2021: Michel CHPILEVSKY, Sub-Prefect of Valenciennes, was at UPHF today as part of France Relance, the plan for the energy renovation of state buildings, higher education, research and student life, for which three projects of the institution have been selected.


18/12/2020 : The Government has just announced the selection of 4214 projects for €2.7 billion for the energy renovation of state buildings, higher education, research and student life, as part of #France Relance.

(1) Three of the institution's projects have been selected for a total amount of 12.5 million euros. They concern:

  • complete energy renovation of the Eisen building,
  • a digitalized energy management system,
  • the implementation of a centralized management system for the heating and ventilation installations of all buildings.
