If paying by check, make a single check for the total amount payable to the Accounting Officer of the University of Hauts-de-France Polytechnic. Payment by credit card is also possible.

For registration in engineering cycle and Master at INSA (excluding Master Mathematics and Agro), make the check payable to the INSA Accounting Officer.

Amount of differentiated registration fees applied in 2025-2026

• €2895 per year for a bachelor's degree program and €3941 per year for a master's degree program or an engineering degree program.

Non-EU students (those not from countries in the European Union, the European Economic Area, or Switzerland) enrolling for the first time at UPHF or INSA Hauts-de-France in a Bachelor of Technology (BUT), University Diploma of Scientific and Technical Studies (DEUST), Bachelor's degree, Professional Bachelor's degree, Master's degree, or engineering program for the 2025/2026 academic year will be subject to differentiated tuition fees. These fees are €2,895 for enrollment in the first cycle (preparatory engineering program, DEUST, Bachelor's degree, Professional Bachelor's degree, and BUT) and €3,941 for enrollment in the second cycle (Master's degree or engineering program). 

A policy of partial exemption is being implemented for this academic year, within the regulatory limit of 10% of students paying registration fees.

• Non-EU students will also have to  pay €103 CVEC  (rate for the start of the 2024/2025 academic year).

Partial exemption from differentiated registration fees applied to non-EU students. Provisions applicable to UPHF and INSA Hauts-de-France. ACADEMIC YEAR 2025-2026

The boards of directors of UPHF and INSA Hauts-de-France (INSA HdF) have decided on the following provisions, applicable for the 2025-2026 academic year regarding differentiated registration fees for non-EU students.

1) 2025-2026 academic year for first-year students:

Non-EU students (those not from countries in the European Union, the European Economic Area, or Switzerland) enrolling for the first time at UPHF or INSA Hauts-de-France in a Bachelor of Technology (BUT), University Diploma of Scientific and Technical Studies (DEUST), Bachelor's degree, Professional Bachelor's degree, Master's degree, or engineering program for the 2025/2026 academic year will be subject to differentiated tuition fees. These fees are €2,895 for enrollment in the first cycle (preparatory engineering program, DEUST, Bachelor's degree, Professional Bachelor's degree, and BUT) and €3,941 for enrollment in the second cycle (Master's degree or engineering program).

A partial exemption policy is in place for the 2025-2026 academic year, within the regulatory limit of 10% of students paying tuition fees.

In this context, the Boards of Directors of UPHF and INSA HdF have adopted a common partial tuition waiver criterion, reducing registration fees to €178 for undergraduate studies, €254 for Master's programs, and €628 for one year of the engineering program (these fees are indicative and may be modified annually by ministerial decree). This criterion applies to students from the least developed countries receiving official development assistance as defined by the OECD Development Assistance Committee, effective in 2024-2025 (see list below for the 2024-2025 academic year). Lebanon and Ukraine are also included in this category.

For engineering students at INSA HdF, the waiver is annual and applies only to the first year of enrollment at INSA HdF, in accordance with the INSA Group's policy. For other courses at UPHF and INSA HdF, the exemption is granted for tuition.

Colombia, Vietnam, and Tunisia are also included in the partial exemption for INSA HdF engineering students. Similarly, students admitted to the BUT (Bachelor of Technology) or professional bachelor's degree programs under the MEXPROTEC agreement will benefit from the aforementioned partial exemption.

2) Review of applications for partial exemption from Master's tuition fees submitted on the grounds of academic excellence:

Non-EU students holding a current year's student card after completing their administrative registration, and from countries not meeting the geographical criteria outlined in point 1), may apply for a partial tuition waiver for their Master's program based on the excellence of their academic record (except for enrollment in the International Transport-
Energy Master's program).

This application must be submitted during registration at UPHF or INSA HdF. A committee will then review the applications submitted by regularly enrolled students according to excellence criteria.

Students applying for a partial tuition waiver based on academic excellence must provide evidence of their academic record (average grade of 14/20 across all Bachelor's and Master's programs (or equivalent), class ranking, progress, etc.).

The committee will meet twice: mid-October and mid-November 2025, with each department and INSA HdF represented. A joint decree from the director of INSA HdF and the president of UPHF will establish the membership of this commission. Decisions made by the heads of institutions, based on the commission's final ranking and within the limit of the number of exemptions determined by UPHF and INSA HdF, will be sent to the applicant students by the commission administrators. Partial exemption is granted for the duration of the program, except for engineering students. However, a student who has received a partial exemption based on academic excellence but fails the year will no longer be eligible for partial exemption upon repeating the year.

Exonération partielle des droits d’inscription différenciés appliqués aux étudiants extracommunautaires Dispositions applicables à l’UPHF et à l’INSA Hauts-de-France ANNEE UNIVERSITAIRE 2025-2026

Les conseils d’administrations de l’UPHF et de l’INSA Hauts-de-France (INSA HdF) se sont prononcés sur les dispositions suivantes, applicables pour l’année universitaire 2025-2026 en matière de droits d’inscription différenciés pour les étudiants extracommunautaires.

1) Rentrée 2025-2026 primo-entrants :

Les étudiants extracommunautaires (non issus des pays de l'Union Européenne, de l'Espace Economique Européen ou de Suisse) s’inscrivant pour la première fois à l’UPHF ou à l’INSA Hauts-de-France en BUT, DEUST, Licence, Licence Professionnelle, Master ou dans un cycle d'ingénieur à la rentrée 2025/2026 devront s'acquitter des frais d'inscription différenciés. Ces frais sont portés au tarif de 2895 € pour une inscription en 1er cycle (cycle préparatoire ingénieur, DEUST, Licence, LP et BUT) et de 3 941 € pour une inscription en 2nd cycle (Master ou cycle ingénieur).

Une politique d'exonération partielle est mise en place pour l’année universitaire 2025-2026, dans la limite réglementaire de 10% des étudiants acquittant des droits d’inscription.

Dans ce cadre, les Conseils d’Administration de l'UPHF et de l’INSA HdF ont adopté un critère d’exonération partielle commun, permettant de réduire les frais d'inscription à 178 € en 1er cycle, 254 € en Master et 628 € pour une année du cycle ingénieur (ces frais sont donnés à titre indicatifs, ils peuvent être modifiés chaque année par arrêté ministériel). Ce critère concerne les étudiants issus des pays les moins avancés bénéficiant de l’aide publique au développement et établie par le Comité d’Aide au Développement de l’OCDE effective en 2024-2025 (cf. liste ci-dessous effective en 2024-2025). A ces pays s’ajoute le Liban et l'Ukraine.

Pour les étudiants en formation d’ingénieurs de l’INSA HdF, elle est annuelle et réservée à la première année d’inscription à l’INSA HdF, conformément à la politique du groupe INSA. Pour les autres formations de l’UPHF et de l’INSA HdF, l’exonération est acquise pour la scolarité.

La Colombie, le Vietnam, la Tunisie entrent aussi dans le cadre de l’exonération partielle pour les élèves-ingénieurs de l’INSA HdF. De même, les étudiants admis en BUT ou en licence professionnelle, dans le cadre de la convention MEXPROTEC, bénéficieront de l’exonération partielle indiquée ci-dessus.

2) Examen des dossiers de demande d’exonération partielle des droits d’inscription en master présentés au titre de l’excellence du parcours académique :

Les étudiants extracommunautaires possédant une carte d’étudiant de l’année en cours après avoir validé leur inscription administrative et issus de pays ne répondant pas au critère géographique présenté au 1), pourront déposer un dossier de candidature à une exonération partielle pour leur inscription en master au titre de l’excellence de leur parcours (sauf pour une inscription en master international transport –
énergie).

Cette demande sera à faire lors de l’inscription à l’UPHF ou à l’INSA HdF. Une commission examinera ensuite, selon des critères d’excellence les dossiers déposés, par les étudiants régulièrement inscrits.

L’étudiant qui demande à bénéficier d’une exonération partielle, au titre de l’excellence du parcours académique, devra justifier par tous moyens de la qualité de son dossier (moyenne de 14/20 sur l’ensemble des cycles licence et master (ou équivalent), classement, progression…).

La commission se réunira deux fois : mi-octobre et mi-novembre 2025, chacune des composantes et l’INSA HdF y seront représentées. Un arrêté conjoint du directeur de l’INSA HdF et du président de l’UPHF établira la composition nominative de cette commission. Les décisions prises par les chefs d’établissements sur proposition d’un classement souverain de la commission, dans la limite du nombre d’exonérations arrêté par l’UPHF et l’INSA HdF, seront envoyées aux étudiants candidats par les gestionnaires de la commission. L’exonération partielle est acquise sur le cycle, sauf pour les élèves ingénieurs. Néanmoins, un étudiant exonéré partiellement au titre de l’excellence, qui ne valide pas son année, ne pourra plus prétendre à l’exonération partielle lors de son redoublement.
